Loti is worried about the decline of the port of Rochefort, and tries to intervene with Poincaré, Louis Barthou and the Minister of the Navy, Pierre Baudin, in order to keep the arsenal active. He convinced Admiral de Percin to meet with Barthou at the head of a delegation. He informed a man from La Rochelle of his efforts. In a long letter dated November 11, 1913 (minute) to Louis Barthou, Loti regretted that the delegates had not been received by Barthou himself and explained: "The agony of my native city will mourn my last days. What is a small construction site, maintained out of pity, next to our abolished Maritime Prefecture? [...] And the question of Rochefort is only secondary to that of national defense, to the crime of having suppressed any point of support in the Bay of Biscay, of having sabotaged our defenses and opened our doors wide to the enemy, who will not fail to show up there. We will continue the fight, although without hope. The Press, it is muzzled by the ministry. The good sense of the Chamber will remain "... Attached is a copy of a letter from Louis Barthou to Loti, October 27, 1913, agreeing to receive Admiral de Percin and the delegation announced by Loti, and regretting not being able to go against the reasons of the minister.
